Multiple Eyewitnesses Claim Unarmed Wichita Man had Hands Up Prior to Being Killed by Cops

By Jay Syrmopoulos

Wichita, Kansas ? Witnesses in the shooting death of unarmed 23-year-old John Paul Quintero have come forward to refute police statements regarding the shooting death of Quintero.

The incident, which took place on Saturday night, began when Quintero's family called 911, saying Quintero was under the influence of alcohol and had threatened them with a knife at a party.

According to police, Quintero was "belligerent" and wouldn't comply with the two officers who arrived at the scene eight minutes later, while seated in an SUV with his father, parked in front of the house.

Ted McAdams and his wife live in the unit behind where the party was going on. They ran outside after they heard screaming. McAdams claims to have witnessed the tragic events leading up to the death of Quintero.

According to McAdams, Quintero was "trying to talk to the male officer with compliance" and "had his arms up until he got tasered, [when] his arms went down to his side."
Multiple witnesses have stated that Quintero had his hands up and seemed to be compliant, until another officer employed a taser on him, subsequently causing Quintero to lower his hands, which then lead to Martin shooting him in the chest with an AR-15, according to KAKE.com.

Police claim Quintero reached toward an officer?s waistband, but McAdams refutes that statement, claiming that he saw the incident and never saw Quintero make such a move.

It must be noted, that claiming a person reached for an officer?s waistband/weapon, is one of the standard police refrains when attempting to justify use of deadly force in the killing unarmed citizens.

A former state school board member from Wichita and vice chairman of the city's Racial Profiling Advisory Board, Walt Chappell, told the Wichita Eagle he had a feeling the officers "made a conscious decision to escalate rather than de-escalate."

The mere fact that the female officer walked up with a rifle "would indicate to me they were already loaded for bear," Chappell said.

McAdams says he?s not alone in thinking this situation was taken too far.

?After that all the neighbors and I threw a little fit at the cops because I?ve got a wife and a newborn and the safety issue and not just that, the way the cops handled themselves.?

He added, ?If he was told to do something, yeah he should?ve done it, but that officer had, to my advice and my suggestion, she shouldn?t have ever shot him.?

Another witness, Dustin Deckard, was driving home on Saturday afternoon when he witnessed a cop aiming her rifle at an unarmed man with his hands up.

"It was clearly a younger man in his early 20s of Hispanic descent, and he was wearing a blue jersey and he had his hands up," said Deckard, referring to the Wichita Police.

"He was behind the SUV, and the female officer was mostly directly in front of him, a little bit to his left. Both the officers were on either side of him, but he was facing the female officer who had her rifle up, and she was looking down the sight."

Deckard added, "It was very eerie, because the shooting must have occurred seconds after. When I passed, I slowed down, so I only got a couple seconds of a view."

Chappell made a very clear point when he stated,
"You don't go in ready to shoot first and ask questions later. There's a lot of things you can do before you ever pull out a weapon.?
The militarized, us vs. them, mindset of US cops, which escalate already tense situations into outright violent altercations, is a plague upon law enforcement and the public that they claim to serve.

Here is audio of the initial 9-1-1 call by the family. All they wanted was help in stopping a fight, instead, a young man was gunned down.

No Charges Against Chicago Cop Who Drank Several Beers Before Shooting Unarmed Man in Back

Article posted Dec 02 2013, 12:25 AMBy Carlos Miller

Cook County prosecutors spent two years conducting an ?exhaustive? investigation on a Chicago police officer who drank several before beers before shooting a man to death after the man pointed a cell phone at him.

Yet not once during those two years did prosecutors speak to officer Gildardo Sierra, who had shot two other men in the six months prior to the 2011 shooting, including one fatally.

The shooting, which was caught on a dash cam video, was enough for Chicago Police Superintendent Garry McCarthy to acknowledge that allowing Sierra back on the streets after the first two incidents was a mistake.

Eyewitness Records Santa Ana Officer Shoot, Kill Unarmed Homeless Man Who Called Her 'Bitch'

SANTA ANA (CBSLA.com) ? An eyewitness recorded cellphone video of a Santa Ana police officer shoot and kill an unarmed 22-year-old homeless man at a shopping center earlier this week.

The witness, who wished to remain unidentified, was standing in the parking lot of the Harbor Place Shopping Center on South Harbor Boulevard around 3 p.m. Tuesday when he said he filmed a confrontation in front of Jugo?s La Tropicana between an officer, later identified as a 13-year veteran, and victim Hans Kevin Arellano.

?She exited her patrol car, gun drawn, and asked the gentlemen to get on the ground. The gentlemen didn?t get on the ground, he was still inside the restaurant. She asked again. The man then exited the restaurant, and as he was exiting the restaurant, he said, ?What are you gonna do, b?-?? About a second later, she shot him in the chest,? he said.

Okey, sure.
Just kill the man.
Cause he called her a bitch.
What a ... this country needs a civil war in response to atrocities committed by law enforcement yet people revere and fear law enforcement law they are gods among us. If citizens started striking back at cops like you can on grand theft auto video games maybe they would stop being so brazen. Code 10-00 is the law thing cops fear and respect. most cops just have a level II vest, and unarmored car yet people revere them and fear them like their gods or something. Look how easy cops go down on a game like PayDay or GTA.

They don't respect you, your civil rights or your human rights. If police unlawfully attack you, you have the right to defend yourself and return fire yet no one ever does. In the military dictatorship of california, people need to start defending themselves yet they dont. this cop who murdered this homeless in a better world would become a code 10-00 because the people would not put up with such crimes against humanity.

As pacifist and afraid of law enforcement people are today, the american revolutionary war could never have happened because people would be so afraid of King George's troops/cops/peace officers that everyone would have bowed the knee in fear and ones who signed the decleration of independence would just been hung and this country would not be independent. Though as tyrannical as california police act today, one no longer say they have rights or live under a government they respects freedom or the bill of rights.

Texas Police Kill Unarmed Man Before Confiscating Witness Camera and Deleting Images

Police in Texas shot an unarmed man 41 times, then turned around and confiscated another man?s camera after he started taking photos and shooting video of the bloody aftermath.

Dallas-area cops then deleted the man?s footage before returning the camera four days later.

Now police from two agencies are vowing to do a ?complete investigation,? which, of course, means we will hear nothing more about the August 31 incident for at least several months.

But so far, the partial investigation has determined that Garland police officer Patrick Tuter lied in his initial report when he claimed that suspect Michael Vincent Allen backed his truck into the patrol car, causing the cop to fear for his life and leaving him no choice but to fire 41 times, meaning he reloaded at least once.

Miraculously, a 20-year-old unarmed woman who was sitting in the cab of the pick-up truck emerged unscathed.

According to the Dallas Morning News, Mesquite police officers confiscated the witness?s camera:

?From the time they yelled, ?Get out, get out,? they didn?t give him three seconds to get out,? Mitchell Wallace said, adding that he counted about 20 bullet holes in Allen?s truck.

Wallace and his wife were asleep when the gunshots began, but they quickly made it to the porch to see Allen?s passenger being pulled from the truck and a police dog jumping into the cab. The German shepherd bit Allen in the neck and jaw area and dragged him out of the truck and onto the pavement, Wallace said.

Police officers pulled the dog off, flipped Allen on his stomach and handcuffed him before checking his pulse. Autopsy results are pending on the cause of Allen?s death.

Wallace took cellphone pictures and video after the shooting stopped, but he said Mesquite police confiscated the phone and deleted the video and pictures. The phone was returned four days later, he said.

Mesquite police are conducting the criminal investigation, which hopefully includes whether or not Tuter acted lawfully, and Garland police are conducting the internal investigation.

Jacksonville Cop Kills Unarmed Drug Suspect

by Phillip Smith

A Jacksonville, Florida, police officer shot and killed an unarmed drug suspect during a traffic stop early Wednesday morning when the man reached down inside his car. Davinian Darnell Williams, 36, becomes the 28th person to die in domestic drug law enforcement operations so far this year.

According to Jacksonville Police Chief Tom Hackney, Officer Jeff Edwards pulled over Williams for "driving suspiciously in a[n]? area known for drug activity." Williams tried to evade Edwards by making sudden turns and running stop signs.

When Williams finally stopped, the chief said, he refused commands to show his hands and was moving around inside the vehicle. Officer Edwards moved from one side of the car to the other to get a better view of what Williams was doing.

"At that time, the suspect made a sudden motion, reaching down," Hackney said.

Edwards then opened fire, shooting seven times through a side window and hitting Williams with six of the shots. Williams died at the scene.

Police found 17 grams of powder cocaine in one of Williams' socks and less than a gram of crack cocaine in the other. There was no weapon on Williams or in the car.

Williams had a criminal record dating back to 1992, including possession of marijuana, sale and possession of cocaine, resisting arrest, and battery on a law enforcement officer.

Officer Edwards has been placed on administrative leave while the State's Attorney's Office investigates.

Williams' killing was the seventh shooting by Jacksonville police this year and the fourth fatal one. In 2010 and 2011, Jacksonville police shot eight people each year, and in both years, four of them died.

"These traffic stops are filled with inherent dangers," Hackney said.

So, what's is the problem here ? I'd say the cop did his job.in a similar situation I would have shot the guy too. In these circumstances the cop had too assume he was about to be shot. You all,Americans have something with killing ?!I suppose you like it , no wonder : if we see where y'all coming from?? Mostly European bandits emigrated or ''exported '' by governments here
We remember the killings on Natives too well, now mostly Hispanics are under fire.(sometimes litterally !) Pathetic ! Funny how Zimmerman as attacked by a thug and there is so much controversy over the death of "Thugvon" Martin, yet, in this case the cop had *NO* idea that there was any danger to him. Yet, there won't be much controversy if a tin badged jackboot kills someone. Maybe the guy had a bumblebee that flew down his shirt. We'll never know now. The blue suited clown with a popgun murdered him. We need to repeal all the laws that allow murdering jackboot bastards from killing innocent people.

anonomous@1:34 - Why didn't the cop just move away? You're probably one of those that wan to repeal stand your ground yet when a cop isn't attacked and had no idea if there was danger to him and he kills, well, thats OK.

Way to stand up for freedom and justice people, Way to stand up!

It is my hope that a jackboot government agent never kills any of your loved ones. But, if they do, you will remember this post and weep bitterly for it.

"These traffic stops are filled with inherent dangers," Hackney said.

So, stop it! There are only a few real crimes in life. All your corporate statutes and codes are Color of Law. Simply, they are a revenue collection scheme. The cops are the real criminals here. Stop oppressing us. Back fucking down!

Karma gonna get you!

*Shakes Head*

You can loose your life for moving too quickly?

Just....................................................................................................amazing.

Murder....out and out.

@166137

No, the cop did not do right. Cops are supposed to defend and protect, and if this means they have to put their life in danger - by, say, letting the suspect prove they have a weapon by trying to attack with it - then that's what they have to do. Or rather, they used to. Now it's kill and make up answers to someone else's questions, rather than ask them yourself.
