LAS VEGAS -- Clark County taxpayers may have to pay settlement money to a sexual assault victim and the family court marshal accused of assaulting her.The I-Team broke the story of a wide-ranging investigation into family court abuse last month. Marshal Ron Fox was fired for sexually assaulting a woman in court and arresting her when she spoke up about it.
The video the I-Team uncovered is spurring outrage with viewers and shaking up the court. But the marshal that internal affairs called a liar may still get a taxpayer funded payday. The I-Team uncovered video of marshal Ron Fox arresting Monica Contreras. She was in court for a protection order hearing.
Internal affairs documents reviewed by the I-Team conclude Fox took Contreras to a side room and inappropriately searched her. When Contreras told the hearing master, Fox arrested her for making a "false allegation against a police officer." There is no Nevada law supporting the stated reason for that arrest.

This story begins in 2002, when Larry Kelso applied to be a Phoenix police officer. According to a report from the Arizona Peace Officer Standards and Training Board, he admitted on the application to using marijuana 20 times, trying LSD once and using mushrooms three times. He didn't get the job. Then in 2005, when Kelso applied to the Mesa Police Department, he left out some of those details.
"He failed to disclose he had applied for other agencies and also he had changed his answers to be more accommodating," said Detective Steve Berry with the Mesa Police Department. Berry said Mesa police weren't aware of this until Kelso's wife at the time called police and told them in August 2011. A few days after that call, Mesa police got another call, this time from Kelso's stepson.
"He had allegedly used a Taser, a department-issued Taser, on his then-14-year-old son," Berry said. Kelso's stepson told police he had brought home a report card Kelso wasn't happy with. Police said Kelso then concocted a story to explain why he deployed his stun gun.

It took two security guards to get Tardif off the woman and Tardif punched one of the guards in the mouth, according to a Salisbury police report.
The woman allegedly assaulted, identified as Nicole Morrison, showed police a "clump of hair" Tardif allegedly ripped from her scalp during the 11:20 p.m. altercation at the Surfside 5 bar and restaurant at 23 Broadway, the police report said.
[...]Morrison told Leavitt she was grabbed from behind by the neck, ripped to the ground "and pulled from side to side while being dragged by her hair and she showed me a clump of hair in her hand," he wrote. Morrison also said she got her bracelet tangled in Tardif's glasses and one of her earrings was ripped out.
Two security guards jumped in to break it up and Tardif punched one of them in the face, witnesses told Leavitt.
"During this altercation, it was reported that Tardif was dragging Morrison across the dance floor and was described as being 'in a rage,'" Leavitt wrote.
[...]As he was booked, Leavitt said Tardif told him he "was reacting to his wife getting grabbed" and denied any other wrongdoing and damaging the DJ equipment. He also said he wanted to file charges against Morrison because his glasses and gold chain were broken, Leavitt wrote in his report.

Via The Miami Herald:
Here?s what happened, according to city documents:Although the cop was fired over this incident, he is taking his case to so-called "arbitration." Chances are he will be reinstated, with full back pay, and this whole incident will end up being nothing more than a paid vacation.Zenaida Figueroa-Ortiz and her boyfriend parked on the side of Krome Terrace to eat some food they had just bought. While they were parked, Senabre drove by twice in his police car.
The couple decided to drive a short distance to a friend?s house, where Senabre stopped Figueroa-Ortiz as she stepped out of her car, telling her she had a suspended license.
Figueroa-Ortiz later told internal affairs investigators that Senabre told her she would be arrested, and put her in his police car. But he didn?t take her to the police station.
Instead, Figueroa-Ortiz claimed Senabre drove around the corner to a dark apartment complex, and turned off the car?s headlights.
?I?m going to help you so you don?t go to jail,? Senabre said, according to Figueroa-Ortiz?s statement.
Then, she told investigators, he asked, ?Have you ever been with a crazy policeman??
Figueroa-Ortiz told investigators she told Senabre she?s ?not that type of girl,? and asked to be taken to jail. Senabre then asked to see the woman?s breasts, according to the internal affairs report.
When she refused, Senabre allegedly asked to see Figueroa-Ortiz?s bra. She still refused, and a car started coming toward where they were parked.
Senabre turned on his headlights and took Figueroa-Ortiz back to her friend?s home, telling Figueroa-Ortiz to meet him at court the next day to take care of her suspended license.

Drivers Can Pursue Cop for Botched DWI Tests
By RYAN ABBOTT
WASHINGTON (CN) - Motorists ensnared for drunken driving may have a civil rights case against the D.C. cop who allegedly knowingly calibrated breath-testing devices to produce higher alcohol-content readings, a federal judge ruled.
District officials announced in February 2010 that its Intoxilyzer machines were improperly calibrated to generate higher readings, leading to a swath of dismissed or vacated drunken-driving charges.
The consolidated lawsuit presented claims from 20 different individuals charged and convicted of driving while intoxicated, but just five plaintiffs remain after a previous dismissal order.
They claim that Officer Kelvin King, as head of the Impaired Driver Support Unit of the Metropolitan Police Department, calibrated the city's Intoxilyzer 5000EN machines so that they produce readings that were 30 percent higher than a person's actual blood alcohol level.
"The complaint alleges that Officer King learned from the retained expert that his methods were wrong and yet he knowingly failed for years, to make any corrections," U.S. District Judge Rosemary Collyer wrote. "If true, these allegations suggest the intentional manufacture of false evidence, which has been found to violate due process since Napue v. Illinois."

Sgt. Ruben Trejo was blood tested after crashing into a school bus on his way to "protect and serve" the public, the results showed he was intoxicated. Rather than give him a promotion, the police Chief actually fired him. There was a cover-up of the incident by his fellow officers, one apparently told the media at the scene of the crash Trejo was not under the influence. The Chief refuses to release and details and is instead "punishing" the cops involved with -- wait for it -- one day's suspension.
From The Houston Chronicle:
Houston police Chief Charles McClelland disciplined one of his assistant chiefs and six other police officers for their conduct after an eastside patrol sergeant allegedly crashed into a school bus while intoxicated earlier this year, HPD officials confirmed.Read the full story here.On Tuesday, the department said McClelland had taken disciplinary action against members of his own command staff, a rare punishment, according to Gary Blankinship, president of the Houston Police Officers' Union.
"Chief McClelland issued the discipline he believes is consistent with the investigative findings," said HPD spokesman John Cannon. "All have the right to appeal their discipline."
Blankinship criticized the punishments, saying McClelland was "overreacting" and "heavy-handed," insisting that none of the officers had done anything wrong.
Last week, McClelland confirmed he had fired veteran Sgt. Ruben Trejo for his involvement in an April 13 wreck in which the officer hit a private school bus while driving to work in his personal vehicle. Blood tests drawn at a hospital indicated the officer had more than twice the legal limit of alcohol in his system.
